An International Central Committee on Vietnamese
Scouting was established at a meeting held in Costa Mesa, California, on
July 2-3, 1983. The following list of officer positions was agreed to;
chairman, vice-chairman, secretary, assistant secretary, and treasurer.
Two appointed delegate positions were also agreed to;
the delegate in charge of North America, and delegate in charge of
communication and media.
The stated purpose of the committee "is a communication
line and coordinating guide to comply with the policies of the World
Bureau of Scouting, along with policies of activities of each recognized
Scout association where they reside."
The Secretary General of the World Organization of the
Scout Movement has recognized the establishment of this International
Central Committee on Vietnamese Scouting.
The sole communication link between the International
Central Committee on Vietnamese Scouting and the Boy Scouts of America is
the Director of the International Division, BSA. Messages from this
committee to the Scouting for the Vietnamese Committees located in several
local BSA councils will be transmitted by the Director of the
International Division through normal BSA operational channels.
Communications by the Scouting for the Vietnamese
Committees located in several local BSA councils will be transmitted to
the International Central Committee on Vietnamese Scouting only through
the local council president/Scout executive to the Director of the
International Division.
The service function to local council Scouting for the
Vietnamese Committees is the responsibility of the Urban Emphasis Division
in consultation with the International Division.
Interaction by Scouting for the Vietnamese Committees
located in two or more local BSA councils is discouraged.
